David Schultz is Distinguished University Professor in the Departments of Political Science, Environmental Studies, and Legal Studies, and holds the Winston Folkers Endowed Distinguished Faculty Chair. He is also an Adjunct Professor of Law at the University of St. Thomas and a Professor at the General Jonas Žemaitis Military Academy of Lithuania.

Professor Schultz is a four-time Fulbright Scholar who has taught extensively in Europe and Asia. He is the 2026 recipient of the American Political Science Association's Distinguished Award for Civic and Community Engagement and the winner of the Leslie A. Whittington National Award for Excellence in Public Affairs Teaching.

He is the author of more than 50 books and 200 articles on American politics, election law, and media and politics, and is regularly interviewed and quoted in local, national, and international media, including the New York Times, the Wall Street Journal, the Washington Post, the Economist, and National Public Radio. He also serves as CNN International's Supreme Court analyst.

His most recent publications include Constitutional Law in Contemporary America; Power and Choice: An Introduction to Political Science; Generational Politics in the United States; Democratic Resilience in the Baltics; and “Without a Home: Transgender Rights, the Binary Paradox, and the Roads Not Taken After West Virginia v. B.P.J.” (Georgetown Journal of Gender and the Law).

Prior to teaching, Professor Schultz served as a city director of planning, zoning, and code enforcement, and as a housing and economic planner for a community action agency. He serves on the ACS Minnesota Advisory Board and is the former Executive Director of Common Cause Minnesota and a former Vice President of the Minnesota and South Texas chapters of the American Civil Liberties Union. He is licensed to practice law in Minnesota and before the United States Supreme Court.

Professor Schultz has also owned a restaurant and holds a Master's degree in Astronomy.
